Surely many know the offer of Savings call, where one calls a number (015702480000 or 015702480001), which is switched in the Vistream net, in order some foreign goals to be then connected free of charge. If one then like e.g. o2o or Vodafone Superflat a Flat into the Handynetze has, are free so the connections abroad.
Unfortunately functions only unreliably. For example some countries on their list, which do not function at all in reality, stand.
