point someone a Dienstleister or 2 (South Germany that would preferably be next the center), which is been versed with the topic call manager and OCS, distributes over several locations (also the USA and Japan however most in South Germany) with MPLS between them (with MPLS the Dienstleister does not have to be been versed).
